Russell Moy

As General Counsel, Dr. Moy is responsible for managing SURA's legal, regulatory, compliance and technology transfer matters, as well as supporting the Thomas Jefferson National Accelerator Facility's legal staff in these areas. Dr. Moy also assists with SURA's new technology collaboration and research initiatives.

Dr. Moy served previously as Attorney-Advisor to the National Science Board at the National Science Foundation, as Executive Director of the President's Committee of Advisors on Science and Technology for the White House Office of Science and Technology Policy, and in the offices of Members of the U.S. Senate and House of Representatives.  At Ford Motor Company, he was a Government Affairs Manager, Group Leader for Energy Storage Programs, and Program Manager for the U.S. Department of Energy's U.S. Advanced Battery Consortium and the Partnership for a New General of Vehicles.

Dr. Moy is a graduate of Case Western Reserve University (B.S.), The University of Michigan (M.S. and Ph.D.), Wayne State University School of Law (J.D.) and the Georgetown University Law Center (LL.M. and Certificate in National Security Law.)  He is admitted to practice before the Courts of Michigan and the District of Columbia and the U.S. Supreme Court.  He is also a licensed Professional Engineer in Michigan and a Director of the Department of Energy Contractors' Attorneys Association.
