Russell Moy

General Counsel

Russell Moy is General Counsel for the Southeastern Universities Research Association with responsibility for managing SURA's legal, regulatory, compliance, and technology transfer matters, and Counsel to Jefferson Science Associates, LLC where he supports the Thomas Jefferson National Accelerator Facility's legal staff in these areas.  Dr. Moy also assists with SURA's new technology collaboration and research initiatives.

Dr. Moy served previously as Attorney-Advisor to the National Science Board at the National Science Foundation, as Executive Director of the President's Committee of Advisors on Science and Technology for the White House Office of Science and Technology Policy, as a Technology Policy Analyst at the Department of Commerce, and in the offices of Members of the U.S. Senate and House of Representatives.  At Ford Motor Company, he was a Government Affairs Manager, Group Leader for Energy Storage Programs, and Program Manager for the U.S. Department of Energy's U.S. Advanced Battery Consortium (USABC) and the Partnership for a New General of Vehicles (PNGV).  His international experience includes work on the research staffs at the Paul Scherrer Institut (The Swiss National Laboratory) and Universitat Freiburg - Institut Fur Anorganische Chemie (Switzerland) and he led USABC and PNGV research and engineering programs in Germany.

Dr. Moy is a graduate of Case Western Reserve University (B.S., Chemical Engineering), The University of Michigan (M.S. and Ph.D., Chemical Engineering), Wayne State University School of Law (J.D.) and the Georgetown University Law Center (LL.M., International Law and Certificate in National Security Law.)  He is admitted to practice before the Courts of Michigan and the District of Columbia and the U.S. Supreme Court.  He is a licensed Professional Engineer in Michigan, a Director of the Department of Energy Contractors' Attorneys' Association, a member of the George Washington University Research Advisory Board and the National Conference of Lawyers and Scientists, a joint committee of the ABA and the American Association for the Advancement of Science.
