Established in 1980 by a small group of research universities, SURA was formed to bid on the construction of a new national laboratory, home of the Continuous Electron Beam Accelerator Facility (CEBAF).  SURA was subsequently selected by a joint Department of Energy-National Science Foundation committee to design, build, and operate what the Washington Post described in 1983 as "the most advanced experimental nuclear physics facility in the world."

Today, SURA has grown to 63 member universities and continues to operate CEBAF, now known as the Thomas Jefferson National Accelerator Facility (Jefferson Lab) for the U.S. Department of Energy as the managing partner of Jefferson Science Associates, LLC.  With its mission to advance collaborative research and strengthen the scientific capabilities of the nation, SURA also supports information technology initiatives and manages research collaborations to better understand coastal/ocean and environmental phenomena.
