The NET@EDU Bandwidth Pricing Forum, a national working group who has met several times since November 1999, has developed a set of white papers outlining the value of the higher education community to the telecommunications industry and suggesting a variety of organizational models for forming relationships with corporate partners. SURA is an active participant in this forum and has contributed to the white papers.

SURA also has been participating in the NET@EDU Regional Aggregation Networks, comprised of representatives from the largest of the national research and education gigapops. This group has been instrumental in affecting changes in the conditions of use (COU) that regulate access to the Abilene network. Meeting over the past two years, this loose collaboration of gigapops, is now seeking to formalize with the creation of a new national networking organization called
